Three groups of four teams playing a round-robin. Teams ranked 1st and 2nd advance to Main Round Groups A1 and A2 (round-robin), while teams ranked 3rd and 4th advance to Main Round Groups B1 and B2 (round-robin). The winners of Main Round Groups A1 and A2 advance to the A Final, and the winners of Main Round Groups B1 and B2 advance to the B Final.
